Willard City is seeking qualifications for a part-time City Manager Position. The City Manager position will perform a variety of professional and executive duties including planning, directing, organizing, and oversight of the administrative and executive duties necessary to carry out the efficient and economic operation of the city. The City Manager is expected to coordinate with and oversee the various department heads and work under the direction of the Mayor and City Council.
Minimum Qualifications: A bachelor’s degree in public administration, public policy, or related field. Preference to candidates with Master’s Degree in public administration or public policy along with experience in municipal government management. Applicants must pass a background check and have a valid driver’s license.

Speed Limits Chief Loveland reports issues with excess speeding along 200 West and states ‘The speed limit on city streets is 25 mph unless posted otherwise” and citations will be issued if caught! She will be enforcing a zero tolerance rule. Garbage Cans Please remember to remove your garbage can from the sides of the road as soon as possible after the garbage truck has dumped them. At this time of year it will help with snow removal and city maintenance along the right of way.

The orange barrels are gone! Dominion Energy will be doing some follow up road repairs in the spring when the weather warms up. They are now on 300 N and will be moving across 300 East here in Willard to eventually end up at the Box Elder County line.
WATER LEAKS Please pay close attention to your water usage. Is it increasing? Are you using more than the 5,000-10,000 average for winter months? If so you might have a leak and it could become costly in many ways!
Snow Parking???
Chief Loveland would like resident to help by voluntarily moving vehicles, trailers, etc. from the City right-of-way to aid in snow removal. City Code 10-318 (2) states: “It is unlawful to park a vehicle on a street at any time when such parking shall interfere with the City’s efforts to remove snow from City streets or any other public works activities which requires the removal of vehicles from the street. Any such vehicle is declared to be a public nuisance.” We are concerned for the safety of our snow plow drivers and want to avoid damaging the City equipment and your property. If the snow cannot be pushed off the asphalt it melts across the road and freezes during the cold nighttime hours. This causes hazardous conditions for drivers and pedestrians. If necessary vehicles will be towed at the owner’s expense. DO NOT PLOW SNOW FROM YOUR DRIVEWAY INTO THE STREET AND PLEASE REMOVE GARBAGE CANS AS SOON AS POSSIBLE.

Streets, Sewer and Water- o Water – Water Meters – The snow season is upon us. As the snow flies please make sure your meters are accessible in case of an emergency. If it begins to get below freezing for any period of time consider leaving a tap dripping to avoid frozen lines. o Sewer- Property owners are responsible for the sewer line from the home to the main line. Make sure sewer cleanouts are cut off at ground level and capped or protected to avoid breaking them off and protecting them from debris which can cause costly backups of sewage into your home. o Streets – Please keep the city right of way clear of debris and remember to move trailers and vehicles well off the road. Do not plow the snow from your driveway into the streets as it freezes and damages the snow plows as well as creates a hazard for motorists and pedestrians. It is also a violation of City Code!
Police o Chief Loveland The Chief reminds residents once again to call dispatch 435-734-3800 Option 0 (or 911 if it is an emergency) to report thefts, request VIN verifications, or any other reason you need a police officer to respond. City office personnel do not have direct contact with the officers.
Also a number of vehicle burglaries have happened in the area. The windows have been broken out and purses and other valuables have been taken. Please do not leave vehicles unlocked and do not leave valuables such as purses, wallets, electronics, or tools in vehicles – locked or not.
The Willard City Police department is accepting applications for a Full-Time Police Officer. The selection steps may include a written test, oral interviews, and a physical fitness test. The successful candidate must pass a stringent background check and pre-employment drug screening and be willing to relocate to a distance not more than 12 miles from Willard City within the first year of hire.
Qualifications: Applicants must be 21 years of age or older at the time of employment and possess Utah P.O.S.T Law Enforcement Officer (LEO) certification in good standing or be certifiable prior to date of employment. Applicants must possess a valid Utah driver's license or have the ability to obtain one prior to employment. Applicants who are currently serving as Police Officers may be given preference in the testing process. Applicants should be able to demonstrate knowledge of community-oriented policing, patrol operations, criminal investigations, report writing, and safety standards related to the use of vehicles, firearms, and other police equipment.
Physical Demands and Work Environment – Willard City Police Officers require a variety of physical activities periodically involving muscular strain related to walking, standing, stooping, sitting and reaching. Mental application utilizes memory for details, emotional stability, discriminating thinking and creative problem-solving. Frequent travel required in course of performing portions of job functions. While performing the duties of this job, police officers work in outside weather conditions. Police officers work rotating shifts, on weekends and on holidays. SCAM - A reminder that scammers are out in full force. It is tax time and the calls claiming to be from the IRS will begin. Many of the callers will fool you by giving you bits of personal information such as your address or sometimes the last 4 digits of your Social Security Number and asking you to verify the rest. Do not give out personal information. Don't be fooled by phone scams claiming they have your children or grandchildren or that you will be arrested. HANG UP! Once you respond they will continue to call and become more aggressive. Generally the call originates from another country and ends up with you wiring money or purchasing cards from a local retailer. Contact Box Elder County Dispatch to report fraud at 435-734-3800.
Code Red is a notification system that uses various means to get important emergency notifications out to members of the community. Box Elder County now has this system. The system will send out calls to listed home phone lines. Many people do not have home phones and Code Red can call cell phones, send text messages, and an app is available for smartphones. Click on the Code Red logo to register your cell phone or additional numbers.
