Mayor Dickemore presented the Mayor's Make a difference award for January to Craig Munford for all his service to the community during the flooding and sewer issues that the City has faced in the last month or so. Justin Caldwell commented on the exceptional job Craig has done for the community. Michael Larsen commented that he appreciates everything that Craig has done for his neighborhood. Matt Chugg commented Craig helped almost everyone in the community that was affected by the flooding. Karla Chugg commented Craig saved the citizens time and money, and reassured the citizens that all would be well. There was so much tireless help from many individuals, the public wanted to let the City leaders know what a great job several of them had done during the City’s fight with the water and sewage in the last few months.
Boyd Ferrin presented the Mayor's Make a difference awards to Nate Carver, Dave Bunderson, Robbie Spronk and Matt Nestico for February for their outstanding dedication to their jobs and this community over the last several months during snow storms and flooding. Congratulations to each of you.
During one of the last meetings, Evan Bishop asked the City Council what progress is being made with the sewer and what will happen to the houses that were affected. Craig Munford commented research can be done to find resources to help with insurance claims and cleanup.
Josh Mills commented that he was grateful for some of the things the City did. He also felt the City lacked in communication, and therefore, needed a better communication and disaster plan.
Justin Caldwell also commented that the citizens should have had resources from the cities. He commented that this situation should have been resolved months ago when problems were presented in September. Matt Chugg thanked those council men and neighbors who helped those affected by the sewage. Boyd Ferrin commented that the Red Cross will be around the City to help those who were affected. Boyd explained the help that the Red Cross will give; he also commented that the council is working with the State of Utah.
The Watson Estates Minor Subdivision has gotten an approval for one-lot in the subdivision.
There was a matter up for discussion about where the curb should be painted red or whether a “no rec center parking” sign and time limits could be used in the City Hall Horseshoe. This was left for further discussion at a later time.
Mayor Dickemore stated the City received a grant for the Smith Family Park to help move forward with further improvements.
William Hall was seeking a business license for Ambient Regional Services. The business helps with two-way and public safety communication as well as asset tracking and logistics. Welcome to the community.
Farr West has approved to “Vote by Mail” elections with Weber County for the 2017 elections to be held by mail and to purchase a permanent drop ballot box.
Youth City Council is working on the Easter egg hunt.
Ken Phippen and Boyd Ferrin purposed working on the sump pump ordinance. Matt Gwynn suggested having the Planning Commission look into a statute on implementing the Emergency Operations Plan so we can standardize and automatically implement this plan during times of damaged property or natural disasters.
Report from Council on Assignments:
Matt Gwynn reported on the Weber Fire District meeting, commenting they have obtained a train from the Town of Hunstville. Matt then stated he met with the county Emergency Managers and discussed damage assessments, commenting they need to determine who will be responsible for that duty commenting that is typically done by an engineer so they need to determine whether that will be done by city employees or Kent Jones.
Tom Burkland reported on the Golden Spike Coalition meeting commenting the 4th Grade Water fair on April 12 and 13 at the Weber County Fairgrounds.
Boyd Ferrin reported the road bid that was previously retracted has gone out again under new criteria. Boyd stated we are asking for three different types of bids. Boyd then stated the 2017 Street Maintenance bids will be going out in the next two weeks.
Ken Phippen reported there are three more grants to put in for RAMP called easy grants. Ken commented applications are due in the middle of April.
Mayor Dickemore reported on the Bona Vista Water board meeting and WACOG meeting. Lee then reported he has been meeting with the attorney for the sheriff’s department, commenting we are trying to find a fair resolution on contracts. Lee stated they have given the City’s five proposals which he provided to the Council members and asked them to review and give him back feedback. Matt Gwynn stated he would like to have a meeting with Sheriff Thompson present to answer questions, the rest of the council agreed. Lee stated he would invite the Sheriff to come in to answer questions. Lt. Chad Ferrin stated he would arrange to have the Sheriff and other staff from the sheriff’s office at a meeting.
