Strong Leader for Harrisville City
This biggest issue facing Harrisville City is the lack of new business and maintaning current businesses. We have to find a balance between rural and business. I want to keep the small town fill without continuing to raise property tax. I voted against a 104% tax increase last year, and I voted against a 75% increase this year. This in my opinion causes more concerns about future business around Harrisville. Since us home owners only pay a portion of our value in property tax, businesses pay 100%. This may prevent business in the future from opening their doors in our great city. I believe raising property taxes was the wrong thing to do. People and businesses are struggling now more then ever. There was areas in the cities budget to cut some things out or reduce them. I believe we could of reduced the budget, captured the Weber County Tax Refund and still ended up giving our employees a 5% raise. I do not think as a council and city that we have turned over ever rock before asking the citizens for more money in property tax. I think that our city council and mayor have done some great things, but we still need to continue to look for businesses and find areas to cut. I believe if we do not fix these issues we will be talking about raising taxes again and again. All we need to do is fill our empty businesses and our undeveloped business areas around Walmart. I'm not talking about another Riverdale Road or another box store. I believe we can keep the home town fill plus bring in new businesses.
Harrisville City Councilman Chad Allen was raised in Plain City, Utah, and has been a resident of Harrisville for 14 years. Chad graduated from Weber High School and attended Weber State University. He then served a full time church mission to the Canada Calgary Mission. When Chad returned home he attended Weber State University Police Academy, and graduated at the top of his class.
In 1997 Chad was hired as a Reserve Officer for the Weber County Sheriff’s Office. He worked his way up and was hired as a Full-Time Deputy Sheriff. Chad has been a Bailiff/Court Security, Patrol Officer, School Resource Officer at Fremont High School (2000-2002), K9 Officer, Detective, EMT, Crisis Intervention Team Member, US Marshals Joint Criminal Apprehension Team Member, Marine Patrol Officer and is currently assigned to TH Bell Junior High School as a School Resource Officer. Chad has 16 years of Law Enforcement Experience. He has also been on the Weber County Deputy Sheriffs Association (DSA) as a board member and ran the DSA as the President from 2011 to 2013.
In 2009, Chad decided to run for the Harrisville City Council. Chad won the election and has been serving on the council since. Chad has been assigned to the Harrisville Youth City Council, Heritage Days Chairman and Parks and Recreation. He was able to get the Harrisville City Splash Pad and to renovate the Main Harrisville City Park at no cost to the citizens. When Chad was the Chairman of Heritage Days in 2012, he was able to reduce the Heritage Days Budget from $19,844 to $6,455.
In 2011 Chad decided to run for North Fire District Board Member. Chad won the election and is currently a board member. He oversees the District and its 2.5 million dollar budget.
Chad and his wife AnDreea have two children, Tanner and Hailey. AnDreea works for American National Insurance. Both Chad and AnDreea support a city with strong schools, safe parks and neighborhoods and an environment that supports businesses. The Allen’s instill in their children the importance of giving to others and serving in the community.
A strong and vibrant economy
Harrisville City needs more businesses and more commercial development for a stronger economy. Chad also plans on joining the Ogden Camber of Commerce to help get more business and restaurants into Harrisville City. Chad will appoint a team to go out and recruit good and strong businesses to Harrisville City. Chad will work with small business to help them survive and succeed in building the cities economy. This will in then reduce the need to raise property taxes to the residences and businesses of Harrisville City. In 2012, Chad voted against a 104% property tax increase to Harrisville Residences and Business. He believes that we can cut spending within the city to help reduce the need to raise taxes. Chad is not in favor of raising any taxes in Harrisville City. He will also find a way to work with UDOT to allow business to go in along SR89 and Washington Blvd. Chad supports the city in getting a Good Landlord Program to help strengthen the city and protect home values. He also supports ordinance enforcement to help to keep the city looking nice.
Parks and Recreation
Chad has always worked on improving parks and recreation in Harrisville City for all residences including the youth, adults and seniors. Chad with the help of the mayor and city council was able to install the Splash Pad and renovate the Main Harrisville Park. This was done without spending or raising taxes. It was completed by getting RAMP Grants and using Park Impact Fees. Chad is committed to the recreation program and making sure it continues to grow. If elected Chad would assist Harrisville City in installing a Harrisville City Archery Park. He plans on building the park at the cities property located on 750 West. Chad will build the Archery Park without raising taxes and by using RAMP Grants, Partnerships and Donations.
Roads and Infrastructure
Chad has always worked to maintain good roads and infrastructure in Harrisville City. Chad has worked closely with Gene Bingham (Public Works Director) on maintaining and improving the roads and infrastructure. He plans on working with Pleasant View City in getting 2550 North repaired and repaved. If Chad is elected he would work on establishing a trust to help cover some or all the expenses caused by natural disaster or flooding. Chad does not want the citizens of Harrisville City to go throw what the residences did along Independence Ave when it flooded several years ago. The trust would help cover some or all the damages to homes in the future.
Public Safety
As a Law Enforcement Officer, Chad understands the challenges that face our great community. He will and always has put the safety of our families and community first.
Helping our Veterans who proudly served us
Chad is very active with the American Legion and Utah’s Boys State. Chad has assisted in putting on this great event every year for the last five years. Chad has sat on the Board of Directors for The American Legion Utah’s Boys State since 2012. Chad is also a Son of the American Legion. Chad has worked hard to educate our youth to understand the great sacrifice our Military Brothers and Sisters have made for us in the past and present. He honors those men and women who have served and are serving our great country. Chad loves the US Constitution and does everything possible to up hold it.
