Lynn Satterthwaite – feels he has “a job to finish that began with the plans for the PWF.” He added that “it looked out of place for a City this size to build a 10 million dollar facility.” In fact, he lead the successful charge to put the “Bond Question” on the ballot to give NOC citizens the opportunity to vote on the 10 million dollar bond obligation that was proposed by the former CC. Lynn noted that “It became the deciding factor in the last election and here we are at the next one and it’s still not built.” He values fiscal responsibility from City leaders and believes in “more conservatism.”
Lynn wants NOC to be known for “something special” by tapping into the vast local talent in some cultural fashion. He is a successful entrepreneur in the avionics world and fully supports being “business friendly” and will strive to “find the balance.”
In response to the pending PWF, Lynn believes we should “pay as we go” and simultaneously says “don’t be afraid of debt. “ There are times when things come up in City management, especially for a mature City such as NOC when creating debt makes fiscal sense. He wants to be sure the CC avoids “obligating taxpayers beyond their ability to support the City operating costs… we must minimize the burden the most we can.” He commented that he is “comfortable with the current PWF committee and it is staffed with very talented people with lots of construction experience.” He feels confident that “when we’re done, we will meet the original criteria for the Public Works Department for a whole lot less money!”
After the PWF is finished, Lynn wants to establish the same type of fiscal responsibility and accountability to all future projects. He observed what a “unique opportunity it is to view the history on the PWF and watch it go from a 10 million dollar taxpayer burden (actually 16 million when interest over 30 years is included) to a 4 million dollar facility with little if any future debt. He commented how “important it is to have citizen involvement” to make a difference.
