Agreements, Budgets, and Approvals

After several months of consideration, the Council approved the Interlocal Agreement for Animal Control Services with Weber County, despite the concern expressed by Farr West City (FWC) Council Member (CM) Tim Shupe, who said, “The fees are based on the results of the census and service calls… fees are not… specifically identified in the contract.”  He continued, there is a “formula in which the fees are calculated… added as appendix to contract.”  CM Shupe met with Animal Control Services and noted “pick-ups have been decreasing,” and that they “pick-up rats, chickens, rabbits, ferrets and other exotic animals.”  He reminded everyone “The city is charged for those pick-ups, just as they are for cats and dogs.”  He closed by saying, “They are working on a universal ordinance that every city can buy into…[it] should be ready by the end of the summer for the cities to consider.” 

 

John Cardon, Treasurer, commented, “We have had a very active budget year.”  He reported that monthly residential and commercial sewer rates are increasing due to the new sewer plant and whereas residents had been charged $13.50 per month (prior to the new plant) “the fee has been increased to $20.00.”  He indicated, “this will be the last year of the increases and will go up to $26.00 per month.”    CM Tom Burkland reported comparing notes with other cities to ensure it would be “easier to be compliant with the rules.”  He shared the summary from the Sewer District that showed they operate their facility “with about half the number of employees per gallon of sewer produced compared to different districts in the state.”   Mr. Cardon reported that the FWC “sewer fund is budgeted at $661,000, which is a $95,000 increase from one year ago… [it]will go to Central Weber Sewer, whose costs have gone up 35%.”     

 

FWC welcomes new businesses: Vivid Hair Co. by Sherry Ableman, the Body Boutique by Stacy Klein, Winco Fireworks LLC by David Collar, and Black Top Restoration.

 

Final approval was granted to Developer, Jeff Hales, for the Miya Meadows Subdivision, Phase 5, with preliminary approval granted him for the Heritage West Subdivision. 

 

The new year 2012-13 Total Budget of $2.7 Million Dollars, was approved by the Council.  This represents $1.9 Million Dollars for the General Fund, $125K for Capitol Projects and $661K in Expenditures.  This includes a “fee increases of $3.00 per month for residential storm sewer and $6.00 per month for sanitary sewer (for the total of $26.00 per month) as summarized by CM Tim Shupe.
