Each legislative session, hundreds of Bills are heard, debated and passed into law with several hundred more never making it to the floor. Some of these Bills are corrections of current laws that have misspellings, confusing language or sunset dates that need to be extended. Most of those that need corrections are discovered accidentally as issues come up.
Other laws are passed because voters see a need, approach their elected official, and work with them to get it passed. During the 2013 legislative session, HB 328, Highway Littering and Failing to Secure a Load Amendments, was passed to increase the fines for littering along State roads and highways, or for not properly securing loads. The issue was brought to the attention of Representative Richard Greenwood by a business owner who was frequently hired to pick up dangerous trash on the side of the road.
