City Council meeting 8/27/19: Grover Wilhelmsen was excused from the meeting.

Agenda item 4. Chief Wilson gave two awards to local businesses for their contributions to the police department.

Agenda item 5. Canvas of the primary election. Final numbers are:

Grover Wilhelmsen- 476 votes

Richard Hendrix- 354 votes

Brenda Nelson- 286 votes

Austin Tracy Moffitt- 202 votes

Heidi Wahlen- 193 votes

Kevin Shakespeare: 132 votes

There was also an FYI- if someone votes for more than the allotted votes, their vote is thrown out. However, if they vote for less it still counts. (asked by Gary Robinson)

Agenda item 6. Chief Wilson appointed Dennis Moore-Police Lieutenant; Glen Gammell-Police Sergeant; Randy Hammock-Police Officer.

Agenda item 7. Business Items

a. Final acceptance for C. Cara Bassett subdivision (by Majestic Elem.) Passed for final approval with a release of escrow 4-0

b. Approval for the sale of surplus items. This consisted of a 2007 Dodge truck, broadcaster for fertilizer, and a 3-point mower that tows behind a tractor. This motion was approved 4-0

c. 2019 Storm Water Project approval. This is an improvement project for the irrigation/storm water on 750 E. I will attach the maps in the comments. This was approved 4-0

d. Harrisville Resolution 19-12 Open Railway Crossings. This was kind of superfluous resolution. There is piece of legislation that is trying to get passed that would make it illegal for a train to park on a crossing that impedes traffic for more than 15 minutes. The problem is that railroad crossings/tracks are federally mandated. And unfortunately for anyone who lives next to the (often blocked) crossing on West Harrisville Rd. this resolution was just made to show our support of the legislation. So, it really doesn't mean much..... However, it was passed 4-0.

e. Harrisville Ordinance 502- Inspection and Clean up. This is a resolution to help with nuisance properties. It just updates the current ordinance. There was very little discussion on this ordinance, but it can be found under the packet for this meeting at the city website. Gary Robertson abstained from voting, because he said he couldn't read the information due to technical difficulties? So it passed with 3 votes.

Agenda item 8. Public comments-

Blain Barrow- wanted to know if it was ever put in the current budget to get solar powered speed indicator signs for 750 E. He was told they are ordered and will be installed as soon as they arrive. He also asked for a committee to be formed to create bike trails/walking trails, with an emphasis on 750 E. He said it is unsafe to walk that street due to traffic and speed of vehicles.

Rachel Schow- concerned about the speed of cars in her neighborhood. There had been instances of cars going too fast around corners and wrecking into parked cars. She is worried due to the amount of kids playing in the neighborhood and doesn't want someone getting hit. Asked if speed bumps or something would be an option.

Agenda item 9. Mayor/Council follow up. Mayor Tate thanked those that helped with Heritage Days. Gary Robinson was concerned with the fact that the fireworks started early this year and didn't seem as long. He was told that fireworks typically cost $1,500 a minute, so for the budget that was given for the fireworks they were longer than they could have been.

The meeting was then closed for a closed executive session.
