Mayor Brice Richins appointed Michael Murtha to serve in the planning commission for the city at the October 14 city council meeting. Mr. Murtha will serve until December 2017. Also at the meeting, the council approved of a new ordinance that several surrounding cities have already enacted. This is the Interlocal Cooperative Agreement for Tow Dispatch Service which will allow the city to “enter into an existing Interlocal Agreement dated March 15, 2014, between Weber Area Dispatch 911 and Emergency Services District and other Agencies in Weber County for towing dispatch services,” according to Resolution 2014-10. The agreement will last for five years, with an annual review, and can be extended or lessened depending on the needs of the city. Ryon Hadley, who presented the agreement to the Pleasant View City Council, said the agreement “creates a fair and equitable rotation service for towing agencies. It avoids monopolies. The exception is if you break down you have the choice on towing companies.” Prices are regulated by the state at $25 a tow.

Harrisville City Ordinance #468 was also approved at the meeting. The ordinance deals with the discharge of firearms in the city. According to the ordinance, “The discharge of a firearm or dangerous weapon within the city limits of Harrisville City is prohibited.” There are a few exceptions such as self-defense, target shooting as long as the projectiles do not leave a person’s property, and during state regulated hunting season. Airsoft guns are also permitted to shoot as long as it is done on an owner’s property and cannot be used at parks. The ordinance also states that a person cannot shoot within 600 ft. of a house or structure. There was also discussion to move the 2015 Heritage Days away from August so it does not compete with Roy Days. Several students who were in attendance mentioned how they would like to see more events geared toward teens during Heritage Days. One student mentioned how she enjoyed the hypnosis who came one year and would like to see that return. Discussions are still ongoing to find the best solution for everyone.
