MIDDLETOWN, Conn., December 19, 2016: Michael Leavitt, an advisor to President-elect Donald Trump’s transition team and former secretary of the Department of Health and Human Services under President George W. Bush, discusses anticipated changes in health policy under the new administration during today’s edition of Conversations on Health Care, a weekly radio show produced by Community Health Center, Inc.

 

Discussing the future of the Affordable Care Act, Leavitt said, “The one certainty in the next several months about health care is that there will be a bill that will pass Congress that will be titled repeal and replace… given the mandate for change that occurred in the last election.”

 

Leavitt suggested it might take some time to shift course on the ACA.  “They (Congress) will give themselves some time, some people say two, other people say three, years in which to actually formulate the replacement.”

 

Leavitt also said he believes there will be bipartisan cooperation on the proposed new bill.  “One of the primary mistakes made in the passage of the Affordable Care Act is that it was done entirely on a partisan basis, and they seem committed to not make that mistake again.”

 

He said he was “quite optimistic” about the future of community health centers, which have to “learn to adapt and to be part of the larger network, not just the safety net.”

Response to yet another anti-monument press conference by Gary Herbert and company

DENVER—As Utah Governor Gary Herbert prepares to hold his second press conference in as many weeks lamenting the possibility of a national monument in Utah’s Bears Ears region, the Center for Western Priorities released the following statement from Executive Director Jennifer Rokala:

“If Congressman Rob Bishop spent more time legislating and less time bloviating, Governor Herbert wouldn't need to hold so many press conferences highlighting the congressman’s ineffectiveness.

“Plans to protect Bears Ears have been in the works for literally eighty years. Far from being a ‘midnight monument,’ the Obama administration gave Utah’s congressional delegation every opportunity to protect Bears Ears legislatively. Now that Utahns can see how Chairman Bishop decided to run out the clock on his Public Lands Initiative, they know it's past time for President Obama to step up and do Rob Bishop's job for him.”

As the Center for Western Priorities noted in its report card earlier this year, Rep. Rob Bishop is one of the most ineffective leaders in Congress. When compared to his fellow committee chairmen and ranking members, Bishop scores in the bottom half of every single objective measure in GovTrack’s 2015 scorecard.

While Bears Ears languished without protection, Bishop started 2016 by rolling out a “discussion draft” of his Public Lands Initiative that was so stuffed with poison pills that it was immediately declared dead on arrival. By the time Bishop wrote an actual bill that could have passed the House and Senate, he left just a few dozen working days on the congressional calendar. After passing the bill out of his committee, it appears Bishop took no steps to bring the PLI up for a vote before the full House, nor did Utah Senator Mike Lee ever introduce a version of the PLI in the Senate.

Treasurer Damschen Reminds Utahns to

Give the Gift of Higher Education

No Investment is Too Small – www.uesp.org

 

SALT LAKE CITY – December 20, 2016 – Utah State Treasurer David Damschen reminded Utah residents they can give the gift of higher education this holiday season by opening or investing in a Utah Educational Savings Plan (UESP).  This gift comes with tax benefits for the giver and receiver.  Money invested in a UESP plan grows tax-free and withdrawals are exempt from federal and state income tax as long as the funds are used to pay for qualified higher education expenses. And in Utah, the Utah account owner also receives a state income tax credit or deduction for their contribution.

“Adding to your child’s toy box is hard to resist, but I encourage parents to consider investing the cost of just one toy this year into a UESP account – a true investment in your child’s future,” said Treasurer Damschen.  “The gift of higher education is truly priceless and no matter how little you have to invest, you can open a tax-deferred education savings account today.” 

Opening a UESP account is free and does not require the help of a financial advisor.  Anyone age 18 or older may open an account and there is no minimum contribution or balance requirement.  Utah residency is not required and you do not need to be related to the beneficiary to open an account.  Also, by going to https://gift.uesp.org/families can send invitations to others who may want to make a contribution to their UESP account. 

Studies show that children with savings dedicated for higher education are four to six times more likely to attend,” added Treasurer Damschen. 

Nearly every state in the nation has a 529 college savings plan designed to encourage saving for higher education.  529 plans are sponsored by states, state agencies, and educational institutions, and authorized by Section 529 of the Internal Revenue Code.  

 

Benefits of UESP Plans – Advantages for Account Owners and Beneficiaries

·        Tax-Deferred Growth:  Account earnings accumulate tax-deferred. Because you don’t pay annual taxes on account earnings, your balance can grow faster.

·         Tax-Free Withdrawals:  Withdrawals are exempt from federal and state income tax if the funds are used to pay for qualified higher education expenses:    

o   Tuition and mandatory fees

o   Books, supplies, and equipment required for enrollment

o   Computers and peripheral equipment, educational software, and internet access

o   Room and board for students enrolled at least half-time
