Governor appoints Cochran to the Board of Pardons and Parole

 

SALT LAKE CITY (Feb. 10, 2017) – Gov. Gary R. Herbert has appointed Carrie Cochran to the Board of Pardons and Parole.

“With more than 25 years experience in the Department of Corrections, Carrie brings a unique depth of understanding and a wealth of experience with community programing and rehabilitation to the Board of Pardons and Parole. I have every confidence that she will serve the people of Utah with distinction,” Gov. Herbert said.

Cochran joined the Utah Department of Corrections in 1990, and has served as an office technician, a correctional officer, a probation and parole officer, and a staff supervisor. In 2012, Cochran became an Assistant Regional Administrator and directed both the Fortitude Treatment Center and the Orange Street Community Correctional Center. Presently, Cochran serves as a Correctional Administrator for Adult Probation and Parole, appointed as director of the Community Programming Unit. Cochran received a Bachelor of Science in Criminal Justice Administration from the University of Phoenix and a Masters of Public Administration from the University of Utah.

“I am honored and humbled by the opportunity to serve as a member of the Utah Board of Pardons and Parole. I look forward to continuing my public service with integrity and professionalism, providing fair and objective decisions that consider public safety and appropriate opportunities for success,” Cochran said.

Subject to confirmation by the Utah Senate, Cochran will fill the vacancy created by the retirement of Robert Yeates.

Governor appoints Morgan to the First District Juvenile Court

SALT LAKE CITY (Feb. 10, 2017) – Gov. Gary R. Herbert has appointed Kirk Morgan as a judge to fill a vacancy on the First District Juvenile Court.

“Kirk has a unique breadth of experience and dedication to the Juvenile Court that is unparalleled. His extensive experience with both dependency and delinquency issues and his  defense and prosecution perspectives gives him special understanding of the issues that the individuals in his courtroom will face. I am confident Kirk will serve the families in the first district with integrity and wisdom, and great heart,” Gov. Herbert said.

Morgan previously served as special assistant to the United States attorney in the District of Hawaii and as United States Air Force judge advocate general. Following his military service, Morgan began working as a city attorney in Brigham City, a position he holds presently. Morgan is also a partner at Mann, Hadfield & Thorne in Brigham City and serves in the Box Elder County Attorney’s Office as chief deputy county attorney and juvenile court prosecutor. Morgan received a J.D. from J. Reuben Clark Law School at Brigham Young University.

“I am both humbled and excited to be selected by Gov. Herbert to serve as the next juvenile court judge in the First District. I look forward to serving the children and families of the First District to the best of my abilities,” Morgan said.

Subject to confirmation by the Utah Senate, Morgan will fill the vacancy created by the retirement of Judge Jeffrey R. Burbank.
