Amendment 32: United States Citizenship and

                               Voting Responsibility

 

Section 1.  Any person, regardless of the soil on which born, with at least one parent who was an American citizen, whether naturalized or not, IS a natural born American citizen and eligible for any rights and privileges afforded to any other American citizen AND subject to the same responsibilities of any other American citizen.

 

Section 2.  Any person, at least 18 years of age, regardless of the soil on which born, may become a NATURALIZED American citizen by following the criteria set down by Congress.  Upon satisfying all of those requirements, a person would then be eligible for any rights and privileges, except election to the office of President of the United States, afforded to any Natural born American citizen AND subject to the same responsibilities of any Natural Citizen.

 

Section 3.  It is the responsibility of every American citizen, upon turning 18 years of age, to register with the selective service system.  Naturalized citizens, if over the age of 34, are not required to register for selective service.  Those between 18 and 35 will, from this time forward, must be registered with the selective service system at their swearing in ceremony.

 

Section 4.  It is the responsibility of every American citizen, upon turning 18 years of age, to register to vote.  Naturalized citizens must be registered to vote at the time of their swearing in ceremony.

 

Section 5.  It is the responsibility of every American citizen to vote in state and federal elections.  Failure to register to vote after changing addresses and precincts, whether across state lines or not, will result in loss of voting rights for one year from the time of re-registering.  Failure to vote in two consecutive state or federal general elections will result in the loss of voting rights for one year from the time of re-registering.
