First-time Willard City council candidate, Toby Nishikawa, was asked: What is your position regarding the possible annexation of South Willard by Willard City?” Ms. Nishikawa responded by stating that, “I would need to hear all the facts”, and hear what the citizens of Willard want. For example, what are the costs and benefits?”
She was also asked about the resolution voted on in the October 10th City council meeting regarding the costs for sewer service. She responded, “I think the problem is that there are people on fixed income.” The increased fees are really hard on them. The city waited too long and now it’s done.
Her final question queried whether Willard City had overstepped its bounds in any way. She said, “I can’t fault them for preparing for growth.” I don’t think they overstepped their bounds, but the economy wasn’t in agreement with their planning
